The CV competition for the new US General Consulate was announced in La Vanguardia newspaper in September 1990. Because it is a consulate, its site in Barcelona is the property of the United States. This is a project of particular architectural and engineering complexity because of requirements such as the internal armouring of the building and security and satellite installations, all coordinated by the Department of State Foreign Buildings Office, Design and Engineering Division. Due to budgetary cutbacks as a result of the Gulf War, the work was carried out by American soldiers specially detached to Barcelona. Photographs of the finished work were not allowed for security reasons.
