The aim of this urban project of approximately 12.5 hectares is to redevelop the dock of Genoa to create new spaces for cultural, leisure, housing and port activities, and incorporate what is currently a run-down area into the city—in other words, to extend the city down to the present-day docks.

In order to achieve this end, the following operations are proposed:

- Creation of a new street to run along the wharf (Calata Dársena).
- Redevelopment of the Via Antonio Gramsci.
- Intervention in the nucleus of buildings (Tabarca, Metelino, Caffa, Galata and Scio) to form a new neighbourhood.
- Construction of a new building to replace the existing customs headquarters.
