The design of empty space is the principal basis of the proposal: a narrow, 7-metre strip of housing organises and projects the limit of the city to emphasise the urban open space of the wharf as a public place for activities. On the south side of the wharf we placed the library and, to the north, the port services. These buildings act as two dynamic poles, turning empty space into a multipurpose area in constant transformation according to the seasons. The project proposes the wharf as the city’s new recreation centre. The dwellings are organised in strips that offer a high degree of flexibility in terms of use and time. The central area, which we call zero space, is neutral in order to accommodate a variety of programmes and is qualified by a programmatic strip to each side, referred to as active strips. The strip that opens to the south-west, overlooking the city and the sea, is also a space that captures passive energy resources. The second strip, facing north-west, houses the services and other multipurpose spaces with views of the wharf. This strip organisation enables the overlapping of the activities in the different spaces, rather than creating strict zoning. On the urban scale, the layout of the dwellings also defines an active strip overlooking the wharf, which acts as a zero space from which any pre-established programme is removed. |
