If foreign architects are authorised to work independently, what type of collaboration with national architects is recommended?  
In the event that foreign architects are not authorised to work independently, what is the stipulated formula of collaboration with national architects?  

ADDITIONAL NOTES
Foreign architects may be allowed to practice under the supposal of reciprocity with the country of origin. In exceptional cases, even without reciprocity, outstanding experts or well-known specialist may be allowed to practice provided it will redound to the benefit of the Philippines and there is no impairment or undue competition with Filipino professionals.
