ARCHITECT'S COMPETENCES
Description Design of buildings and structures (of all types and purposes), fesibility studies, drafting of technical documentation related to the designs, control of construction costs, supervision and co-ordination of the construction /realisation of the designs. Urban, regional and national planning and development, design of urban infrastructure, landscape design, and the supervision and co-ordination of the realisation of urban planning and landscape projects. Design of interiors, furnishings, fittings and objects, consulting and technical expertise.
 
MECHANISM CHECKING LICENSE TO PRACTISE
Description The control over the licence is fulfilled only in the case of contracts for design works, state expertise, co-ordination of projects and obtaining the building permit. In Ukraine physical and juridical persons can obtain license to start their own businesses in the field of architecture, as in other professions, on general principles. These licenses are issued by the special bodies of the local/regional authorities.
 
ARCHITECT'S LIABILITY
Description The law does not define the duration of warranty term and responsibility. In case of damages all responsibility issues are taken to court.

ADDITIONAL NOTES
In Ukraine, there is no such notion as an "architect with the right to signature", but there is a "chief architect" in the project, or the "chief engineer", whose functions can be performed by a person who has no architectural education; for example, in industrial building design a technologist or an electrical engineer can be the "chief engineer" of the project. In Ukraine physical and juridical persons can obtain a license to start their own business, in the field of architecture included. These licenses are issued (to foreign architects as well) by local/regional authorities. The Union of Architects of Ukraine is not included in this process.

If foreign architects are authorised to work independently, what type of collaboration with national architects is recommended? Foreign architects can work independently in accordance with legislative acts in the field of architecture if they collaborate with local architects who are aware of local circumstances.
In the event that foreign architects are not authorised to work independently, what is the stipulated formula of collaboration with national architects? In this case, foreign architects may be hired to work under the supervision of a national architect.

ADDITIONAL NOTES
According to the State Building Norms DBN A.2.2.-3-1997, foreign citizens, persons without citizenship and foreign juridical persons carry out architectural practice in Ukraine on the basis of agreements with project designers (subjects of business activity), who are licensed to practice in the corresponding field according to the laws, unless it is otherwise allowed by international agreements and conditions of international architectural competition. Ukraine has an agreement about mutual acknowledgement of architectural diplomas only with former USSR countries. According to the Derzhbud (State Committee for Construction, Architecture and Housing Policy), a regulation about issuing a licence for a foreign architect as a private person has, not yet been worked out. So far, no foreign architect has applied for such a licence.
